Is my GPU memory bad?

My computer has been plagued by some graphical hiccups for a while, and I am wondering if it may be because of bad memory.

    What I am seeing:
All visuals (text, solids) appeared to be blurred. To give you an idea, if you were to take some text into photoshop and use the smudge tool (on a lighter setting) and smudge the text horizontally going from left to right, then past the clear text on top.

In other words, everything has smaller copies of itself that extends after every shape and letter.

Is this a sign of faulty memory in my GPU?

Note: I had pictures of this when it was really bad, but they were destroyed when my phone got washed.

Check your memory and update your graphics card. Also check for any viruses and possibly clean your screen.

Can you give me a link to a program that test GPU memory?
Updated graphics card yesterday, fixed nothing.
No viruses (MacAfee and safe browsing)
    Screen is clean XD

What temp is your GPU running at? Does it exhibit the same effect when using a different monitor?

EDIT: I haven't used it myself, but a VRAM stress test can be downloaded here: http://majorgeeks.com/Video_Memory_Stress_Test__d5896.html
