Can't find Powder.h on Vista, or Visual Studio

I kinda want to try coding a new element. I looked on the main Powder Toy and even Pilojo's version but couldn't find the file (btw, Pilojo, yours crashes when you click "download update") But that's beside the point.
Is there something different I have to do for Vista or is the Wiki just old? I'd appreciate it if you can help me find it.
About the Visual Studio...is that a separate download file for Windows?

powder.h is embedded with the .exe when it is compiled. You have to download the source code. Read the wiki more carefully.

Download Update will crash/overwrite any modification.

Powder.h lurks in the src folder if your downloading off github.

I'm gonna bump this up for a second.
The wiki doesn't explain how to create a mod, just how to send the element in for testing.
    Help?

Oh yeah, It does explain how. Go under the Github part. Visual studio setup is there.
