Okay let me explain this to you. The powder toy is a program or exe. An operating system is a complex system that runs the computer delegating memory and overall keeping check over the computer. You would like to build a powder toy operating system. What you must not understand is that an exe cannot be converted into an operating system. As you cannot run a program within a program or have the program control every piece of the computer. So before you try read some more on operating systems it will make your life easier trust me I am a programmer. http://www.osdev.org

    Recharter:

"DDoS is the kernel... OMFG NOOBS."

    From Wikipedia:

"In computing, a Denial-of-service attack (DoS attack) is a cyber-attack in which the perpetrator seeks to make a machine or network resource unavailable to its intended users by temporarily or indefinitely disrupting services of a host connected to the Internet. Denial of service is typically accomplished by flooding the targeted machine or resource with superfluous requests in an attempt to overload systems and prevent some or all legitimate requests from being fulfilled.

A distributed denial-of-service (DDoS) attack occurs when multiple systems flood the bandwidth or resources of a targeted system, usually one or more web servers."

Hell, i even linked the entire fat wikipedia article for you to understand that a DDoS and the Windows Kernel aren't the same thing.

Anyways, conversation over, hope you go to understand the components of computers before you act like you know it all, like a classical victim of the Dunning-Kruger Effect.
