    @ludapecurka the tiers are not sealed at the edges. while rain from the sky won't hit buildings near the middle, condensation still forms on the underside of the tier above, and the occasional rust flake or loose bolt will fall. there are also of course pipes.. some of which contain sewage.. you don't want that raining into your house.
