i see you tried to model it after the reuslts you get if you type "nuclear reactor diagram" in google image search. thats how i started out with mine haha. unfortunately, its quite hard to make it work after that diagram. mine got quite a remodeling. u can check it out

i could theoretically place the steam circulation besides and not around the core, but it takes up a lot of space.
I did not follow the heat transfer cycles accordingly, as as far as i understand, there is a separate cycle from the reactor heating the turbine propelling steam, and another one from the cooling towers to the turbine proppellant.

Its simply quite inefficient to have something in between, but you can try it. 321boom made a reactor where he used NBLE as a heat transfer vessel, but only from the reactor, not from the colling towers. unfortunately he has taken down hi save, so u cant see it.

ehm...i modified it a bit for u, ill link to it. ireplaced the DMND walls with SHLD to prevent the steam from condensing. I also changed the heat transfer , as is your design, the heat energy wasnt transported through the steam but the DMND walls, and then it got stuck while evaporating. there is an easy fix for your reactor unit, maybe ill add it later. just take a look
