    I am using a quad core, maybe it just can't take advantage of the entire cpu?

    But I promise you, PT with a full sim will not exceed 25 - 28% on my comp.

    Yeah. Probably because a single one of those cores is being used to 100%. Powder Toy never uses more than one core, so if you have quad core, it maxes out at 25%, if you have dual core, at 50%, if single core, 100%.
