y is used for bI letter -
y is for "i kratke"<-how is the name?,for the "drak znak and I" maybe is "y"or something else and why "e" and not "ye" if russian shaped E has "ye" sound(je in IPA) and russian curved E but flipped has "e" sound

I kratka is J in more accurate transliterations (transl. Jabloko / official transl. Yabloko - apple) . "drak znak and i" doesnt even exist and i guess you meant Yeru(bI, jery actually) letter (Byvshyj / Byvshyy - ex- anyone). E as "ye" is only transliterated as word initial E (Jevropa / Yevropa - europe but Belyj / Belyy - white). "Curved flipped E" is only used at start of word (Elektrik - electrician)
Longer example :
Official : syesh zhe yeshche etikh myagkikh frantsuzskikh bulok, da vypey chayu
Accurate : sjesh z*e jes*c*eo etih m'agkih francuzskih buloc*ek da vypej c*aju
(* is used at place of hacek)
