I think this might be a good thing, I've seen requests to allow locking tags too. If a save is getting a lot of abuse, a moderator or the save owner could lock the comments, preventing future comments. There wouldn't be much harm to this, and it would give more options to users to prevent abuse (currently they have to constantly report their saves, since there is no way to stop users who do that).

This isn't censoring opinions, it's just preventing any comments. Closing comments isn't censoring; but allowing save owners to delete comments could be. But for multiple reasons comment deletion will always be admin only.
