Hmmm... Maybe you could make something to generate energy, like a nuclear powerplant, there are a lot of people who make those and they can be very compact. You could also have a few tubes that bring the river water to the tank so It can be evaporated (to get rid of the salt) and distilled (for no reason, just because you are already doing it).
