Since you asked for improvements: Your receiver is much larger and slower than necessary. I'm sure you can make it faster and smaller by removing the PSTN and giving each PHOT its own circuitry. And if you don't send one PHOT for each bit, then the result is id:1512194

The receiver stops each photon at a different place, then uses DTEC to copy the PHOT's color onto FILT. Then it sends photons through that FILT, which applies an AND operation to the PHOT's color. If the PHOT survives, the appropriate bit is turned on. This is repeated 8 times (because up to 8 photons can be sent). Then it sends the bits outside and resets its buffer.
